Her Toughness and Fortitude saves should both at +5, and +7 respectively for her Constitution bonus (unless you bought Fortitude down to save points), her Reflex save should be at +9 due to your Dexterity bonus, your Will save should be at +13 due to your Wisdom bonus.
You have no feats. I am amazed.
Accurate cannot be placed on Area attacks or Perception ranged attacks due to the fact that they do not require rolls, and so are incompatible with Accuracy's bonus (it's redundant), and you have ONE THIRD OF ALL OF YOUR CHARACTER POINTS IN ONE POWER .

Right now: Bought Dimensional Pocket up to Ranged. Intending to get it up to Perception range and then start adding ranks to it - he's pretty much taken Magpie as a nemesis, kind of like Drizzt and Entreri except, uh, more teleporty, maybe, and Dimensional Pocket seems like an excellent way to mock Magpie's efforts.
Edit: Also, Diver, since Tags kinda pissed Magpie off like he did, you can come up with who Tags was before he was Tags, if you want. I've had no ideas, besides maybe a shadowy intelligence mastermind or something.

NOTES Well, I need 27 pts of weaknesses or drawbacks or something, so I can have feats and skills, but other than that this guy is ready. That shouldn't be hard to do considering I plan to have his physical attiribures and powers fade when he's out of water for more than a fairly small ammount of time I might have to back some powers down a tad I'm thinking this guy won't be much on skills, cause well he spends most of his time in the ocean....feats likewise, a few but not many. Ultimate Effort, a rank or two of Improved Crit, Init, and maybe if i can shift things around get him some penatrating strike with his Super strength or his Hard water blast power. I thought of a cool name for his water teleportion power, (( Ride the Currents)). Thoughts?

Super-Strength's description actually says it doesn't do anything in terms of damage, just carrying capacity. Also, Mighty Strikes are expensive once you add extras - you get the Strike for cheap, the Mighty for a little bit more, and then if you buy, say, Penetrating on the Strike, you pay double up to your strength bonus for the Penetrating. (So, like, if you took Strike 6 (Penetrating) and then Mighty, you'd end up spending... nineteen points on it, if I'm thinking this out right and, well, interpreting the sidebar thing correctly.)
Penetrating on the Blast, though, would be more or less free, as long as it had a Flaw - since it's from Water Control, it could easily be "Requires a sufficient amount of water" or something like that, I'd guess. Alternate Powers are cool like that, in that they save you a ton of points.
As for other things - well, considering that Swimming 10 gets you swimming at 2.5x1000 MPH (Which is to say, you're swimming at 2500 miles per hour) - doesn't that seem like a lot? I mean, damn, that's "I'm 2500 miles away. I can be there in an hour." "... you're insane." You're like the Flash of the sea. It's not like it's an expensive power, but every point counts. Also, that Teleport would take you... 100 x 1000. It would take you 100,000 feet in a round. You really ever going to need to go that far, that fast?
Things that cost you more points: Your Abilities are all very high. Like, damn, man. I'm not going to argue with those, though. Sea creatures are crazy and I'm fairly certain some of them will make some strong land animals look stupid. Although, if Wisdom and so forth is that high because of the saves it grants - Saves can be increased at a 1/1 ratio by raising them directly (or with feats, in Toughness' case), while stats require two points for each advancement in the bonus. I notice that the stats that don't grant save or damage bonuses are significantly lower, so yeah.
However, Attack and Defense. Those... might be a bit high. They both cost two points for each one point of advancement; considering that your Defense is entirely Dexterity, well, hey, doesn't matter so much on that one. However, your Attack - you could easily save a couple points by dropping it to, like, +4 or +5 or something and then taking Attack Focus (Favored range, so if he prefers to be in the thick of it punching or far away using his water blasts - gives a +1 Attack Bonus at the range chosen, which is handy) or Attack Specialization (what kind of attack does he most like to use? he could get +2/point with that attack).

Immunity to descriptors can be a pain. However, small-arms (like, light pistols) fire is only a +3, so you could easily take Protection 3 (impervious) and laugh at anything smaller than a Heavy Pistol. Possibly even cheaper: Take Equipment and get some plate mail or something, since he's an ancient Nord - he might still have his old set laying around, enhanced for longevity alongside its wielder.
I'd probably vote in favor of making the water control/blast into a Device, as that'll give you five points per three spent, as long as you make it Easy to Lose (like any other kind of weapon, that isn't strapped to you, essentially). Get twenty points for spending twelve, you could get Water Control 8 and AP Blast and some other thing (maybe the trident's mystic water-controlling powers would give him a watery Teleport or Snare or something, I dunno).

Highlight of tonight's game:
Teleporting a stunned enemy 500 feet into the air.
The superpowered, hyper-strong alien catgirl getting a critical, fully power attacked hit on the guy just before he hit the ground.
Bad guy flew into the next city block.
Trivia: What would the DC on that be, if you stacked the falling velocity on top of the damage from the attack? DC 15 (Base, not added twice), +5 (from the critical) +5 (from the power attack), +7 (from the Attack itself), +20 (representing terminal falling velocity), and so that would be a DC 52 Toughness save. The knockback for that was calculated as per the strike - First, take the damage (so 17 (+1 for the power attack)), minus half the target's toughness (half of 8 is 4), leaving us with 14. The Target was Large, and so got an additional -4 to knock back, leaving us with 10 left over.
The Time and Value Progression Table (page 70, tells us that 10 steps is equivalent to 1000 feet), hence, he got knocked a thousand feet away. Had he NOT been large, we would have been at 14, which would have punched him literally slightly under 5 miles away . (25,000 feet)
Also horribly unconscious due to failing the save by about 39.

He's probably dead, unless you made that nonlethal by punching him. Also, isn't there a bonus for combo attacks?

Nyanki is a proper hero. All of her attacks, all of them, always, are nonlethal.  And the normal bonus is +2 to the difficulty, but that seems immeasurably wimpy.

Bio: Peter Cullen was a test pilot for the United States Air Force before he became Vanguard. Its commonly believed by those who know who he is that his powers are in direct relation to his former career.
Cullen was born a mutant, he was destined to develop some form of enhanced ability or power in his life and a traumatic event early on in his career was what finally brought it to the surface. While on a routine flight, the jets engine failed and his plane began to plummet to the Earth. Panicked, his powers erupted into being and acted to save him in an act of self preservation. His ability to manipulate kinetic energy allowed him to absorb the g-force of the crash with only minor injuries.
Notes: Spent four XP on four ranks of Luck for +4 Hero Points per session (mostly for Inspire). Spent the other four on Instant Up, Blind-Fighting, Interpose and Improved Initiative.
The force field and armored jumpsuit increase the toughness save from 2 to 15, five above the cap, so its capped to 11 and can increase with the games level.
Vanguard should be effective in a close range capacity, all of the blasts, save for the one granted from Kinetic Control have a reduced range; granted this could have been achieved with Strike, but for role playing purposes they are each going to be Blast.
Paralyze is a good enemy debuff, likely going to be used for tougher adversaries and Transfer should work to debuff the enemies and boost Vanguard simultaneously, theres a chance Paralyze will be dropped due to having Transfer to use the points for some other aspect of the character.
